At the moment, despite several challenges, there is no humanitarian crisis in the Gaza Strip. This is despite public discourse and warnings published by the Health Ministry in Gaza (run by Hamas).
● COGAT has set up a mechanism to monitor the various areas of the humanitarian situation in Gaza to avoid deterioration to a humanitarian crisis. This mechanism includes a dedicated team, which oversees the humanitarian situation through various means, including daily assessments with international organizations, intelligence, and interlocutors.
●Yesterday,October 21st, 20 trucks of humanitarian aid entered the Gaza Strip through the Rafah Crossing. 13 trucks containing medical supplies, 5 trucks containing food, and 2 trucks containing water. 14 trucks are expected to enter today (22), as Israel is finalizing the details of the entrance mechanisms for the aid entering Gaza, to ensure it isn't seized and used by Hamas for terror purposes.
● Hamas has prepared for this war for months, reserving and accumulating many resources.  Hamas chooses not to share the resources with Gazans in need, using it for terror purposes instead. 

● Hamas owns a fuel reserve of 1 million liters. They are refusing to distribute it to facilities in need, placing additional liability on international organizations.
● Hamas continues to seize control of private fuel reserves. Just today (22.10), Hamas confiscated 50,000 liters of fuel from a private vendor in the northern Gaza Strip.  
●  Hamas routes the fuel for terror purposes, instead of sending it to hospitals in need. 
● While infiltrating Israel, Hamas destroyed 9 out of 10 power lines to Gaza.
● The Gaza Strip produces at least 25% of its electricity using solar panels.

● There is no evidence of severe food shortage in supermarkets, despite some shortages here and there. There are no reported shortages in UNRWA shelters.
● WFP organization is currently working with 4 bakeries, as the Al-Slam flour mill is operating 24 hours ahead.
● One international organization is still operating in the northern Gaza Strip, supplying food to hospitals and shelters. This encourages some of the population to stay in the northern Gaza strip, endagering their saftly and despite the efforts of the IDF to encourage them to move south of Wadi Gaza.
● Many resources (such as food) that seem to be missing in the Gaza Strip, were bought out by private individuals who are reserving them for future times.
● Hamas is constantly calling the hospitals in the northern Gaza strip to ignore the IDF’s requests to evacuate south of Wadi Gaza, which is for their protection and safety. 
● The list of medical supplies demanded by the Gazans isn't proportional to what is needed for a hospital in an emergency state, according to the expert opinion of the medical corps. 
● International organizations are focusing on supporting the health sector. 
● The water situation in the Gaza Strip is dependent on the availability of fuel (which operates the pumping stations and the desalination plants).
● There is a water shortage in the northern Gaza Strip, as opposed to southern Gaza strip which has a reasonable amount of water for the time being.
●  Generally, while there is no legal obligation to do so, Israel provides about 8% of water (18 million cubic meters) to Gaza through three water pipes. The rest (215 million cubic meters) is supplied by water pumps, public and private desalination plants, and private water bottle supply. Since the horrific attack by Hamas on October 7, Israel has suspended its water supply to Gaza.
● On 15.10 Israel has re-opened one of its water pipelines to the southern area of the Gaza Strip, despite the lack of Israel legal obligation to do so.

● On October 7, the morning of the Simchat Torah holiday, the Hamas terror organization mounted a cruel and unprecedented attack against the citizens of Israel. This attack included land, sea and air infiltrations, leaving more than 1400 civilians and soldiers dead, more than 3,500 injured, and over 210 abducted to Gaza and held hostage— including elderly, women and children.
● The Hamas and Islamic Jihad terrorists brutally murdered in cold blood, decapitated, and violated the dead bodies in the most beastly manner possible, trampling on every basic principle of law and humanity.
● As a result, the IDF launched an extensive operation against Hamas, wherever they are located, aimed at destroying their military capabilities and removing them from power, in order to eliminate the threat they pose to Israel and its civilians.
● Hamas exploits and harms the civilians of the Gaza Strip - operating militarily from within dense civilian environments, preventing civilian evacuation from combat zones, seizing humanitarian aid and firing rockets indiscriminately from within dense urban areas.
● Israel attempts to mitigate and prevent harm to the civilians in Gaza. Accordingly, the IDF is encouraging residents in the north to evacuate to the south, especially to the designated humanitarian area in western Khan Younis, where humanitarian aid will be provided as needed. This evacuation is temporary and for the duration of the war only.
